Default Legal to run straight pipes in Arizona? *4th Gen Cummins*

I've been researching to buy a 4th gen Cummins recently and I am in love (duh)! I'd love to get the emissions crap out ASAP if i did buy one and straight pipe it with a 5" exhaust. I live in Sun City, Arizona, and from what I've read is that it would not pass emissions and inspection if I did that here. But...I do own a cabin up in Flagstaff and I was curious to know, for those you live in AZ, would it be legal to do the mods I want if I registered it in Flagstaff (Coconino County) vs down near Phoenix (Maricopa County)? Or would it be easier to simply bolt on the stock exhaust before each inspection? Any info is appreciated!
