Hey this is somewhat 'off topic' as of now but things like this will get their foot in the door for our diesels eventually. Sen Dean Florez is a native of the San Joaquin Valley and has re-written these emissions BS legislations many, many times. In the passed he's tried to make tractors and ag equipment have smog equipment and annual testing (which, it's been studied over and over again that the amount of 'polution' of dairy cows is far worse than the tractors and ag well engines, beyond that said dairy cows have a negligible effect.)

The crappy thing about it is that current legislation is being proposed for SJ Valley/central California counties and only for pre-'76 classic cars. which means all of the lobbying power of LA and San Francisco hot rod shops and enthusiasts (Jay Leno, Troy Trepanier, Boyd Coddington's shop(r.i.p.), Jesse James, Hollywood Hotrods and thousands more like them) won't be as involved or influential.

PLEASE take a few minutes to look into this and send emails to the Senators and the 'Transportation and Housing' and 'Air Quality' Committees. I know several of you have classic cars, most of you don't. However, classics are first, motorcycles and diesels will be the next targets.

Old Car Emissions Exemption Threatened in 8 California Counties; Hearing Scheduled for April 1

Legislation (S.B. 1549) has been introduced in the California State Senate by Senator Dean Florez (senator.florez@sen.ca.gov) to repeal the state's current emissions test exemption for pre-1976 vehicles registered by new owners in the San Joaquin Valley Unified Air Pollution Control District. The District includes eight counties in California's Central Valley: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and the valley portion of Kern. Under the bill, after Jan. 1, 2009, new owners seeking to register a pre-1976 vehicle in these eight counties would be subject to emissions tests for the life of the vehicle. S.B. 1549 is scheduled to be considered by the California Senate Transportation and Housing Committee on April 1, 2008.

We Urge You to Call, E-Mail or Fax Senator Florez and Members of the Senate Transportation Committee (List Attached) Immediately to Oppose S.B. 1549

Existing law in California exempts all pre-1976 vehicles from emissions testing.

California's current emissions testing exemption recognizes the minimal impact of pre-1976 motor vehicles on emissions and air quality.

Pre-1976 vehicles constitute a small and shrinking portion of the overall vehicle population in California and are a poor source from which to look for further emissions reductions.

Pre-1976 antique and classic vehicles are overwhelmingly well-maintained.

Repeal of the exemption in the San Joaquin Valley could lead the Legislature to target other areas in the state in the future.

Legislators and regulators are again feeling the heat from a failed effort to meet air quality goals and are looking for a convenient scapegoat. The old car hobby should not carry the burden of their mistakes, as it has in previous amendments to the old car exemption!

go to each individual's website and click on the 'CONTACT ME' link at the top right of the page to send email through the CA state website, an email sent to theirs from your own webmail/email address will not be received, it must be submitted through the senator's website.

I'd recommend getting a short letter together so you can go to each senator, copy and paste an email to them, commenting on how few classic/pre-'76 vehicles are regularly on the road and how little of an impact this realistically has on emissions. Also the businesses and state income that this is going to adversely affect will be far greater loss than the income received from annual testing. Most of our air quality issues here in the valley are due to pollen and dirt, not vehicle emissions; that pollen and dirt is absolutely inevitable due to the air flow limitations of being in a gigantic valley. Plus, we get stuck with a lot of the vehicle emissions from both the Bay Area and LA; so to pin blame on us in the valley for everyone is absurd, plus to say that the minimal amount of classic cars on the road make any sort of adverse ecological affect is even more ridiculous.

This is sick, socialist money-power grabbing by our own 'elected' senators...by the way, who the hell voted for Dean Florez, anyway? I'd like to pay you a visit

The California old car hobby convinced California Senate legislators to amend legislation (S.B. 1549) that sought repeal of the state’s current emissions test exemption for pre-1976 vehicles registered by new owners in the San Joaquin Valley Unified Air Pollution Control District. The District includes eight counties in California’s Central Valley. Under the original bill, after Jan. 1, 2009, new owners seeking to register a pre-1976 vehicle in these eight counties would have been subject to emissions tests for the life of the vehicle. Under the amendment, the repeal language was removed and the bill instead now requires the DMV to study the state’s special license plate programs and recommend improvements.
