It still sounds like a CPS... These things only need a few things to run, Fuel, ICP Pressure, Power to the IDM and the PCM and a CPS...
You could unplug all the other crap but the CPS, IPR and the injector harnesses and it would run...
When you crank does the ICP pressure start out at about 90-110psi and ramp up to your 2000psi?

The only other thing I can think of right now is your ICP sensor is bad, causing you to get a 2000psi reading when in reality your not getting enough ICP to start the truck. Thats why I suggest checking the ICP pressures with a manual gauge.
Because you have everything that is required to start the truck right now according to the information your giving me...

Throw a manual guage on there...
I'm about out of ideas without putting hands on...
The only thing I can think of is your ICP sensor is bad, so the PCM is defaulting to the stored maps, however you could have a HPO problem which is masked by the bad ICP... So you may not be building the required 350psi of ICP pressures to fire the injectors.
Its a long shot, but its the only thing I have left in my bag of tricks...
