Definitely worth a shot. Never seen an ICP sensor work long after oil pushes through it. Start there and see seems like a good plan

Also, when I replace the ICP, will there be residule pressure in the oil rail? I don't want to spray oil all over the shop...

There should be no pressure in the oil rail, just volume. It helps if you keep the new sensor handy so you dont loose alot of oil.
