Well I know I have seen this problem before with my own truck. Also I have a close friend that is a ford tech and in most cases of a 7.3 not starting but cranking it is caused my no hpo to fire injectors

 

Could be a fuel pressure issue, an IDM issue, A CPS issue, a IPR issue, a UVC issue, A PCM issue, a fuse issue, and yes, it could be a HPO issue...

But with the information given, HPO is a Wide Open Guess...

 

I'm having the same trouble. Only mine was running an died. I don't drive it much so the other day I figured I'd let it run a while.. the fuel light was on.. it ran probably ten minutes then started idleing ruff like it ran out of fuel. I added 5 gallons of fuel an stil nothing.. fuel pump is running oil an fuel filterare 600 miles old. Hpop is full of oil.

 

If you went with an parts house brand pump could be the pump. I have seen a TON of low cost pumps go out in just hours after installing them. check if the bowl is getting fuel. if it is them pull the codes and go from there
