Default Oil Heater????

after my dads early 99 had been plugged in all night it was still starting up really rough, we took it to the mechanic to see if the heater plug was bad. we found out that the plug had been plumbed in right above the oil filter to heat the oil. has anyone else ran into a truck with this or does anyone know anything about it?

How did they check the glow plugs? Did they check the glow plug relay?

Unless its below 25-30 degrees these trucks should start up on the first try without being plugged in.
