Default ticking

when i start the truck i have a ticking sound from the engine, when you put your hand on the lines that run from the pump to the valve pan you can feel it, i know when you drive the rpms raise but the power dont. i pulled the plug on top the pump and try to fill it but cant get it completely full it bubbles and the level drops i quit after a quart its a 2000 7.3

What pump? The HPOP?

You cant fill the HPO res to the top, it drains to the pan, it should be about 1/4-3/8" down from the top...
