Default 2003 7.3 power problem

I just bought a 2003 ford f350 dually. It has a bullydog outlook in it. If the outlook isnt set on 100 percent the truck wont even pull even the smallest hill now. The truck has 24.5 alcoa wheels and 285/75/24.5 tires which i know is a lot of weight but i would think the truck should have enough power to pull in stock form. Also the truck surges really bad until it gets to about 2400 rpm then takes off with a whole lot of power.

Sounds like the Exhaust Back Pressure Valve, but its hard to say without some more information. Cold where your at? Boost and EGT gauges?

when it is acting up boost will drop then come back and keep doing that. starts acting up at about about 5 lbs of boost. egt is around 800 to 950 at this time never goes to high even at full boost. when truck is running right gets all surge out it will somtimes build 31 psi of boost usually around 26 to 28 though. But i can turn outlook to 0 percent and punch throttle and truck wont build rpm or anything it is just completely sick. drove it the other day on 50 percent and it ran fine all day. now on 50 percent it is really weak. Nope not cold at all around 50 to 70F during driving

How much do those normally run???

I recommend taking it and scanning it cause some times those lines rust if i thinking of the right thing.

The exhaust back pressure valve could be stuck. Is there a loud hissing out the exhaust?
