Idle help
I wouldn't mess around with permanently adjusting the idle. Why do you want it to idle faster? To warm up faster? Prevent wetstacking? I wanted to be able to bump my idle up too so I put in an auxiliary idle control module. It goes in under the dash and your pickup should already be pre-wired for it. It's a module they use in ambulances or if you have a PTO you might want one to spin the PTO faster without having to sit in there and hold the throttle down. Also for charging the batteries etc. I wanted one so the engine would stay warm at idle. Mine has a digital RPM display. I have one in my dump truck as well. They are pretty slick. Or, you could order a chip from DP Tuner (or possibly other chip manufacturers I'm not sure). They will burn you a setting that simply bumps your idle up whenever you want it. Your 99' should speed the engine up automatically when it's cold out. Does it?
