Default 2002 F350 7.3L Roaring behind dash after I shut engine down

I have a 2002 F350 with 270,000 miles. I have a whirling/Roaring sound from behind the dash. It does not make this sound all the time. I noticed last night when I shut the engine down, for a few seconds there was a whirling/Roaring sound. Would this mean the Turbo needs to be replaced? What else would make that sound after the engine stops?

I have the sound attached it's at the end of the video after i turn the truck off.

Are you sure its behind the dash? Or is it under the hood? There is a vacuum pump under the hood on the passenger side that kicks on and acts wierd on my 2000 every once in a great while especially when cold

It is under the hood, but is sounds very close to the fire wall. I'll check that vacum pump you mentioned.

turned out to be the Turbo.
