I have an early 99 Powerstroke with a full 4 inch straight pipe, k&n cold air intake, and an edge evolution programmer. With it on the highest setting, 100 hp, it won't boost past 19 psi. What is wrong with it? I've tried unplugging the vacuum hose to the waste gate and it will boost to about 21 with that unplugged and the end plugged with a screw. I ordered a TS chip for it and it wouldn't boost past 14 psi with that installed.
