Default 1999 7.3l Some sort of Fuel problem!

Hey guys, we have a 1999 ford f-450 on the ranch that we use for hauling hay and equipment, we bought it used with 30,000 miles on it, to our surprise this thing has been a problem since day one. It has ran through many transmissions and two rear ends and a lot of engine work. More to the point the truck has many times through its history will not start if it sits over a period of a few days, and no amount of cranking will get it to start, the only way is to pull start it. We will take it in and have it "fixed" and it will be normal for awhile then back to no start. I can't remember what the shops have claimed as the problem as that was long before I cared. I seem to think it has something to do with how many times my dad has ran it out of fuel (notorious for this). But when it eventually starts it sounds like my 6.0l did when injectors were bad, and now it has no power. Other then running the truck out of fuel it has been treated great. My grandpa owns the truck and I want to fix it for him, anything you guys can think of? Thanks for the help!
