Default no tcc %

i have a 96 f350 with the e4od trans, 242,000 miles. the problem i am having is the computer is turning on the tcc solenoid but the tcc% stays at 0( i have the old snap-on brick). i just bought the truck a week ago so i do not have a whole lot of info on maintance. the trans fluid is brownish but dosent smell burnt. it runs good but i can tell that the tcc is not locking in. any ideas?

On my 97 i looked at the fluid and it was brown and did not smell burnt so i changed it and shifts way better but mine is a 5 speed. Is it the original tranny or a rebuild?

i dont know if it is stock or rebuilt, but it runs great but i can tell the torque converter is not locking in. i have a 96 ford e350 (short bus) with the 7.3 and it runs better than my truck

strange sounds like electrical problem, i say this because a buddy of mine had a 99 f350 and the previous owners put a converter lock up switch in it and that srewed it all up. The converter wouldnt lock up right.
