With my little knowledge of powerstrokes all I can say is start with the obvious. The powerstroke uses high pressure oil to operate the injectors, check you oil level. I know it sounds odd but one of the medic units had a no start issue and it was due to low oil from an oil leak.

I'm sure someone with WAY more knowledge will come give yuo better advice soon...

My 96 is doing the same exact thing acted like it was running out of fuel about a week ago and died. I refilled it and tried to start it for about 6 hours in the past week fuel bowl is filling, but no starting or smoke coming out of the exhaust. If I learn something i'll let you know.

Check the fuel bowl heater, it's under the fuel filter if that's bad it will short out the 30 amp maci fuse in the engine compartment. So check those.

Also when you pull the fuel filter out check the port going to the fuel pressure regulator, the thing with the bike stem valve on the drivers side, there's a screen that goes from that to the biel that always builds up with crud

I checked the heater last nite after reading the no start thread, and its not that. That little screen you are talking about Was my next move.
