Default '95 powerstroke bogs at lower rpm

So my 95 f-350 will bog down while driving at lower rpm. 10-35mph. Almost acts like an exhaust brake. Anybody have any ideas?

when its cold? probably the EBPV im guessing

Translation please?
yes seems to happen when cold but I live in Alaska and it's always cold here.
Any other ideas

exhaust back pressure valve. unplug it and it will stop
