mad 97 Power Stroke won't start !!!

Hey Guys I'm new here but I sure hope you can help me. I have a 97' Powerstroke Turbo, it ran like a charm for a long time but had a little fuel leak. I didn't worry to much about it as it wasn't enough to putz with. 2 weeks ago I went to the gas station and back ( 30 miles ) and went through around 10 gallons of fuel. When I got home I raised the hood and there was a stream of fuel shooting out of the filter bowl just above the FPR and it shot about 6 ft. out into the driveway. There was fuel running every where. I shut her down and started investigating, the obvious was a new o'ring kit for the fuel filter bowl. I put that in and tried to start her and she just turned over but not so much as a fart. I had been with another forum and they told me it was the weep hole leaking ( I still had the original leak, not the squirter though ) Anyway I went through all the B.S. of pulling the turbo and replacing the fuel pump, no leak but still no start. I took the FPR apart cleaned it, replaced the check ball and screen, ( I lost the original check ball ) I put the new one down below the screen and breather ( I assume ) and the sucker still won't start. I've had it apart so many times now I dream about it...I've cleaned it and all that good stuff. I'm not quite sure how it's supposed to work though. Oh yea, last night I was in a hurry and forgot to hook up the return lines to the FPR and it fired right up, of course there went another 8th of a tank of fuel. I hook the lines up and it won't start. I pulled the darn thing again today and when I blow into the return lines fittings one blows on through and the other you could blow your brains out on.I'm in a fix here guys, I'm a disabled vet and this is my only transportation. I live 35 miles from he nearest town and I think the neighbors are tiring of being my chauffeur. Any help would be greatly appreciated this is driving me out of my mind and there ain't that much left. Thanks bunches !

it sounds like the one line may be plugged if you can't blow through it. But i'm also wondering if the lift pump is working.

Yep the lift pump is working, it'll fill the filter bowl in short order. I just put it in a couple of days ago. I also put a seal kit in the filter housing and put in a new screen/check ball assembly along with the o'rings. I've had this thing apart so many times I think I could do it blind folded. It seems to me that the problem lies in the FPR, but what the heck could go wrong with it. Under the brass nut there's a spring and plunger (for lack of a better word), I'm thinking that is supposed to open up to allow fuel through it and for some reason it's not passing gas..(pun intended) Shouldn't that open and allow fuel to return to the tank...if it's not opening it seems as if it would stop fuel from moving anywhere including the injectors. I don't know, I'm just guessing at this point. When I was younger I rebuilt a lot of hotrod engines and Harleys, even rebuilt some industrial diesel engines (Perkins and stuff like that) but that was years ago and they're nothing like this powerstroke. Any ideas will be greatly appreciated....somewhere there has to be an answer.
