Default torque converter burnt

I just bought a 96 powerstroke about 2 months ago knowing it needed a tranny. when i took out the old tranny the torque converter was burnt. Been having issues with new tranny and took to a shop and he replaced valve body for 1 to 2 started shifting correctly but continued to have trouble two days ago. when overdrive is off torque converter will not lock up(dont know if its suppossed to but seems like it should). pulled tranny to check converter after loud shuttering and it is burnt again. truck sat for 5 hours before i got my hands on converter and had to get gloves to get it off. Need some help please!!!!!!

Tc lock up solenoid test good?
