It could be a couple different things all of which are internal. Is it making any boost at low speeds, high speeds, or idle? If its not making any boost at all and you are not seeing any smoke it probably means you need an oil change. The dual turbo set up on these trucks is awesome and almost flawless. Most problems come from a lack of oil, whether it be from oil loss or fuel getting into the oil, or the DPF system. If its makeing boost at a higher speed then I would say the VGT plate needs to be replaced or cleaned. If its not making any boost I would try an oil change first. You could have broken the shaft that hold the turbine on also. You can tell this if youve lost that beautiful whistle that turbos give off.
