Default Low boost levels

Of course, another issue, low boost, can only get it to 25psi going up hill pining it to the floor? I am going to take out the turbo and clean it. Is this a serious boost leak?

25 to 27 is normal for stock trucks. Over 30 is considered over boost from ford.

My stock 06 was normally 22-24psi for as long as I've owned it. Might hit a touch more when towing a heavy load, but not much.

What do you think is normal?

Of course once tuned it might be more. I've been tuned for like 80k miles running race tunes etc, and have hit over 30psi on a regular basis for that entire time. Stock turbo is still holding strong.
