I'm still not convinced it will fix your issue, but it certainly isn't going to hurt anything. If you're not getting any smoke out and the exhaust AND the turbo isn't lighting at all, that sounds like a fuel delivery issue to me. Hard to say without the truck in front of me though.
If your oil pressure is good (meaning both high and low pressure), and your FICM is functioning properly, yet still no fuel, that could be a low fuel pressure issue, either plugged fuel filters, weak pump, or both.
I would start with the turbo cleaning though, since you're getting codes for that, and if you clean it and still get a code for you VGT, you may need to replace the solenoid after.
