The oily film is normal, the crankcase vents into the intake right in front of the turbo and the boots and elbows get all oily from this. Your intercooler probably has a nice collection of oil in it now as well. It's normal though.

I do have a superchip in it should i try pulling the chip out and c if it will start?

i doubt that will work with it being something mechanical, if you want to do it for peace of mind or just because hell have at it, but i don't think it will help, because if its not your one of your boots i have no idea what it could be
