Voltage drop when trying to start my 04 powerstroke

Had weak batteries they test bad got new ones put in it and volts drop to 6-8 when trying to start have almost 13 when not trying took each battery out put in my f150 started it just fine need some help

Have the starter tested. It could possible it could be drawing to many amps and could possible cause a no start.
