Default 2003 6.0 hpop Air Test

I have a 03 6.0 that shut down on me at a stop light. I was able to restart it a few times and go a mile or so at each start until it shut down and would not restart. STC system at the time showed no codes. I removed the HPOP cover and the oil cooler cover and oil cooler and ran an air test through the top of the HPOP. Air come through to the oil cooler cavity. I have another motor that I was told ran fine when it was pulled and put the HPOP from it in and got the same result with air going to the cavity. Everything I've read and seen on youtube says it's a bad HPOP but I'm now hearing that it's normal for this to happen. Really don't want to throw everything back together just to tear it apart again so what's the real deal here? Two HPOP's bad?
