2005 F250 6.0 Low Boost

Default 2005 F250 6.0 Low Boost

I am working on a 05 F250 for a friend he was not getting much more than 7lbs of boost. I pulled his turbo off and opened it up. The variable veins were barley able to open because there was so much rust. The gear that turns the plate that moves the veins was not able to move. I tore it apart soaked it in parts cleaner and got all the nasty oil out of it and cleaned off all the rust. My biggest concern was changing the clearances on the turbo because of how much I cleaned off. I put it back together and everything easy working great. I installed it back on the truck and cleared the P0299 code which was low boost and it now puts out a max of 17lbs of boost. It still doesn't run like it should I put my edge on it and introns better but still only 17lbs of boost. In all my research I have read it should be anywhere from 22-27 lbs of boost. I don't want to have him buy a new turbo unless it's necessary does anyone know what the factory boost levels should be?

25 psi maybe little more on mine. I would check for leaky bellows in the up pipe or some other explanation before I replaced the turbo. I'm betting something else is wrong.
