So I replaced the banjo bolt and washers and all seems to be good so far.

My fuel filter cap leaked right after replacing the filter and a new rubber O-ring. I took it apart and found rough edges where the O-ring slides into the housing. I thought maybe this was cutting into the O-ring, so I smoothed it out with 600 grit sand paper and put it back together with a new O-ring and this seemed to resolve the problem. The O-ring doesn't seem to compress very much...I think the tolerances are too large to create the needed compression to make a good seal.
I also bought an aluminum cap...I may try putting this one on if the leaks come back.
