Default Turbine under blow/boost

Now I have a nightmare.
One of the Search and Rescue trucks that I supervise and service is giving error code P0299 (Turbine under blow/boost) and I have taken the truck to shop and the engineer there is use to Ford, and he has tried all the tricks he knows and nothing works.

We took the turbine a part once and clean'd it, then he worked for 6 months.
We tried chemical treatment from WURTH, it worked four about 100 Km (approx 65 miles)
Then he started a gain.

Now I contacted dhe Ford dealership in Iceland and they want to start the treatment all ower a gain, but it has costed us 2.355,90 $
We donīt have that money lying around (we rely on donations and are volunteers).

First the oil line to the turbine was sealed with RTW and it blew the turbine.
Now with the new turbine it has been the same tragedy story.

The truck is Ford E-350 2007 model with 6.0 power stroke engine.

Does any one here have any advice four us

P.s. sorry four my bad english.

Regards
Icelandic Search and Rescue squad Sudurnes

So the original turbo line was cracked, and then fixed using RTV? Then the turbo blew? Then a new turbo put in, and that turbo blew? Was the line every replaced? Ford released an updated (better) turbo feed line a while ago. If the line was never replaced, that would explain it... possibly a blockage inside the line from the RTV causing the turbo to starve for oil?

The RTV was used in stead of O-rings on the oil inlet in the reassembly of the old turbine there is no RTV in the new one

rtv in the oil system just sounds like a bad idea in a oil system in the first place. i work with it day in and day out and its some nasty $#!^

Right, but if RTV made it's way into any of the oil passages it could easily be blocking oil flow.

My suggestion would be a new turbo feed line. Do NOT use any more RTV. So the new turbo is no good? Does it need another new one?
