That oil leak on the back could very well be the ICP sensor leaking, very common on this year and if it is bad enough the wire going to it will be damaged too and can cause some very wierd readings. You also might have lost the plug in the side of the HPOP, also common on these years and it can be fixed by tapping it 1/2-20 and installing a plug.
I agree that you have to find out what the ICP actual is compared to the dsired, this will tell you whats going on with the High pressure system.

When you unplug it, it defaults to 2000psi desired, so it will start and run great, but you probably wont be able to drive it very fast, it's more for limping it home. If it still starts hard and idles choppy it's gotta be a high pressure oil leak. That, or the HPOP is starting to die on you. What were your ICP numbers when you went WOT?
I just replaced the ICP and pig tail. The pigtail was torn a little, so replaced everything. When I went WOT the ICP values went as high as 3700. This was before the truck started to mess up. Once the truck started to hiccup I tried to go WOT and couldn't get truck to respond well, so I gave up on that. I'm going to pull the IPR and check the screen. if the truck messes up again (and it will) I'll try to pull the ICP to get it started.

Sounds good. 3700 is pretty solid, I believe the 03's didn't go as high as the later trucks anyways, I didn't think they even went up to 3700. Bob would know for sure. I know my 06 I've tapped over 4000 a few times.
