Default RASB Valve

Does anyone know where the RASB valve is on 89 f250 7.3 is. Would it be the cause of the brake pedal going all the way to the floor after holding it. I can push on the brakes and they are good then gradually start to fade?

It's on the drivers side frame rail, directly under the brake master cyclinder. I have an 88 f250 that has the same problem. Only my " rear antl lock" light comes on on the dash.
