Yes, fill it up before you install it, it prevents the motor from running dry since it would take a bit for the pump to fill the filter.

its always good to fill the filter before installing it, so there's no air or lack of lubrication while the filters filling up. also the powerstrokes run on oil pressure, so its almost crucial that you do it. What i would reccommend as a mechanic, replace your battery's, terminals, and cables. after that i would go to NAPA, they keep the relay's in stock for about 20 or 30 bucks and its specifically for the 7.3l's. the amount of time your "wait to start" light stays on will determine if the relay's good or not. and it is not a fuse. it uses a small current to activate the relay to allow a much larger current to the glow plugs. use the light as a meter to determine how long that current is flowing to the GP's.
and as for oil, depending on what and how much it leaks is how i would make that decision. deffinetly go for 15w-40, i would highly reccomend shell rotella, amsoil, chevron delo 400, any kind of HD oil as long as its 15w-40.
