It's to reduce boost pressure by opening a valve, letting it blow off into the exhaust. It helps keep from blowing a head gasket from excess boost.

If you have a wastegated turbo, there will be a round housing containing a diaphram on your turbo with a rod connected to a lever on the exhaust side of your turbo. If you read the sticky at the top of this forum, it will give you detailed instructions on how to adjust your pump.

does the smoke continue when up to speed, or does it fade off? it there is a nice puff when you first start out, i would say it is the non wastegated one. possibly there is a restriction on the intake side, or how old is your fuel system(injectors, injection pump)
