Default 1993 f-250

I have a 7.3 idi which needs a new block heater, does 250$ installed seem like a good price or is it an easy job to do on my own

DIY .. go to NAPA and grab one .. drain coolant .. its on the LH side of the engine .. ( pass side ) .. and do it your self .. its easy .. take your time .. all will be good

Do you have to take the starter out?

Removing the starter could make things easier but is not necessary. You can reach the spot you need going through the wheel well. You can get a new heater for around $30, and another $80-$90 if you get all new coolant. That is still much cheaper than the shop doing it.

Is it 1000 or a 400 watt

The freeze plug heater should be 1000 watts.
