help GLOW PLUG PROBLEM?

I have a 1992 Ford F250 7.3l non turbo with 210,000mi on it This started a couple months ago. I would turn the key and most the times get the wait to start light to come on. And the truck would start. Then more and more the wait to start light wouldnt come on. it would take 2 or 3x to get the turn to start. After it started not a problem to restart it would do it again just after it sat for a while. Also when no wait to start no clicking and the volt gauge didnt bounce. Someone suggested to me to check the glow plug controller. The wavey shaped metal piece on it i checked with a test light and no power on it with the ignition on, there is power going to it but no power on the controller going out. So a month ago I replaced it. And checked it again. Still power going into it but no power on the wavey shaped metal piece. I have been busy and not able to mess with it anymore. I recently read somewhere that on this truck if the glow plugs are bad because of resistance you can get no wait to start light. Is this true or any suggestions. I spent 150 on the controller and dont wanna spend another on a controller if its something else, also dont wanna replace all the glow plugs and wires if that aint it either. I have another vehicle so its not my primary but with the economy cant spend alot on it either. And dont really wanna sell it for scrap.

Ik the glow plugs havnt been replaced for 8 yrs either since i bought it at 190,000, and yes i only put on 20,000mi on it in 8 yrs
Any help would be appreciated.I know alittle about vehicles but very little on diesels....

If it will start somedays and not start on other days like mine did, you controller or relay is bad, My relay burned out I gotta get another one, the only reason i wired the button in is because the controller would come on everytime i go to start the truck hot or not, common problem, but if you want to spend 160+ on a new controller, thats upto you friend, but I had my setup for two years and it works great.

I already did rpelace the controllyer and it still not working, no power on the z shaped meatal piece on it. How hard is it to bypass it using a switch. do you have any instructions. Or could it be the glow plugs bad since its a new controller. All the wores looked fine. Thanks in advance for the help
