The hook part you see hooks onto the wastegate flange (the flange that actuates the valve). The 'L' looking bracket attaches to the bottom bolt (1 of 6 bolts) that are part of the turbo.
What it does is slow the opening of the wastegate, and allows boost to build to about 30#.
