What's the Best Twin Turbo Set Up
I have an S300 and im not planning on doing twins anytime soon but i would like to learn more about them whats a better bottom charger s400 or ht3b ?

The S300 / S400 setup is good to 700 RWPH. If set up correctly the S300 (likely a S352?) and a S475 would get you what you are looking for. The HB3T is a good turbo if you are planning on using the HX35 on top. Both are not drag truck setups but good street ones.
DM, from what I understand the S300 is the series, not the turbo and once you get into the details the actual turbo is an S325, 357, 362 and so on. The S475 I mentioned is the S400 series with a 75mm housing.

I dont have the super B Special just the Super B, and i dont know the difference between BD Turbo Versions of the S300's and the normal S300's other than the name plate .

The Super B is a 57/ 65-14
Makes for a good charger with a towing setup. The compressor wheel can be changed, but you are probably better off going to a standard S300 62 or 64/ 65- 12 or 14. The cover on the G series can get restrictive above a certain point, and this will hold back HP potential.
If you want to stay with a towing set, that charger would pair well with a GT4202 or a S400 with a 1.10 housing. Depending on fuel, that housing may be too small on the S400, but should push boost up into the 30's even on moderate fueling levels.
Of course I am a little foggy. Just gettin ready to head down to the river and kill some Steelhead!
