Default Gear Ratios And Ultimate Speed

When doing a conversion how do you calculate the ultimate speed of the vehicle to know which engine to choose?

Is it something like engine speed/transmission gear ratio/rear end gear ration ......???

Also, if an engine has peak torque at 1,800 rpms should the tranny and rear end be chosen to give the desired speed of the vehicle at that engine speed?

Or if peak horsepower is at 3,000 rpms should the tranny and rear end be chosen to give the desired speed of the vehicle at that engine speed?

What will yield the best fuel economy with a turbocharged diesel? the greatest acceleration?

Thanks! Awesome...so if the engine is rated to get the most torque at 2300 rpms will it be the most efficient at that engine speed? Will it get the best gas mileage at that engine speed? Or will it be most efficient at the engine speed that produces the most horsepower?
