Default F250 with a no start

OK guys I have a 2004 f250 6.0l. I have had a head replaced and while that was done I had APR head studs put in and an EGR delete kit put in. I also run an edge w/ attitude programmer. My truck is used for daily driving and towing a 5th wheel. Last Monday while daily driving I had a lack of power while accelerating, took a turn to merdge into traffic and lost all acceleration and pulled over and stalled. It turned over once a few minutes later and while I was looking in the engine stalled again and now no start. I had it towed to a Ford dealership and when diagnosed mechanic told me that the IPR was bad and the FICM could be bad. The FICM was replaced two years ago and when I tested the voltage I got 57.8 volts (new FICM was tuned by innovative diesel). I replaced the IPR and still no start. I next moved to fuel delivery and changed the fuel pump and filters. I bleed all air out of the fuel lines and still have a no start. I read that you can test the ICP by removing the harness and the truck should still start and that can tell you if the ICP is bad. I have done that and still didn't start. I have read that the HPOP can be bad. I have noticed today that I don't have any oil in my filter housing and no oil came out when i changed the IPR. I was wondering if this is an oil delivery problem or if the HPOP can cause this to happen as well. I am trying to eliminate all of the easier (and I use that term loosely) before I dig into the HPOP. Any help would be appreciated.

When you're cranking the truck, are you getting any smoke out the exhaust? If no smoke, it's either usually the FICM, or a high pressure oil leak (in your case, probably the HPOP). You can test the FICM easily enough, start there.

If you are getting smoke out of the exhaust, we have a separate issue...

Have you tried checking for trouble codes?

If you hook it up to a scanner, you can check to see if it's an HPOP issue by monitoring ICP desired against ICP actual, and check IPR duty cycle as well.

No, there is no smoke coming out of the exhaust when cranking. I tested the voltage on the FICM is there any way that it reads the appropriate voltage and still isn't working properly? Does anyone know how to test the pressure of the HPOP to see if it isn't working correctly other than taking it in for diagnostic? I heard if you remove the ICP and put a pressure guage in its place than it will tell you the amount of pressure produced by the HPOP, is that correct? The scanner I have is an OBD 2 im not sure if that will give me the readings I need but it is giving me "pass, no codes"
