Sad 1984 F250 6.9 just replaced vacuum pump now won't start--clicks!

I have a 1984 F250 with a 6.9 engine and just over 120,000 miles. This truck has a great motor...when it runs. It has been a nightmare since day one when we bought it used two years ago. We have replaced the starter 3 times, the starter silinoid 2x, the voltage regulator 2x, the battery cables once, and have gone through about 6 batteries. The batteries boil over, even though the alternator has also been replaced. We have disconnected the a/c and heater due to a short that was drawing down the batteries and the battery problem seems to be better--they now boil over, but are still "good". The glow plug regulator (we believe) just went out a few weeks ago, but as long as we plug it in at night it starts fine. If we forget then it takes about 20 minutes to jump it. It will then run fine all day.
We just replaced the vacuum pump today, also the 2nd but the first replacement was a junk-yard item. The symptoms for the vacuum pump for the first and the second replacement were the same. The truck started making squeeling noise like a belt was loose. The first time we replaced it the truck worked fine. And other than the squeeling noise was working fine when we pulled the vacuum pump off this time. The truck did sit for about a week while we were getting the funds together to buy the part. We put the new one in today and now the truck won't start. You turn the key and there is about a 3-4 second delay before the dash lights come on. Then when you turn the ignition there is a rapid clicking coming from the starter and the starter silinoid. When the headlights are on you can see them dim as you try to start the truck. When tested with a voltage regulator both batteries show over 12 volts whether they are connected or not. They also show over 12 volts when we are trying to start it. There is also 12 volts plus at the starter silinoid and the starter.
We are at a loss! Help! This is our main work vehicle for our small buisness.

Did you try jumping it? I know on my uncles old dump ford like a 90 it wouldn't start so I took a screwdriver to the solenoid and touched the two prongs and it fired up getting me home.may try that, I don't reccommend it.

Also check all your connections o your starter and solenoid, and batteries.
