I finally installed my 4000rpm govenor spring kit, I put it to .046" or so on each side. I took all the shims out and there was one piece that looked like a washer instead of a shim so i left it. I dont know my but my rpms get up to around 3600 which seems like the max and my pedal is harder to push in and kinda sticks for like a half a second. Why is this happening? is it the washer type shim i left in there? or am I not tight enough?

idk if its the shim that causing your problem or not, but i know it was supposed to come out
