Default Torque converter lock switch in 1st and 2nd

I have a 97 cummins and installed a torque converter lock switch a couple weeks ago. It only works in 3rd and 4th depending if I have the od on or off. But when I manually put the tranny in 1st or 2nd the lock switch doesnt work. My buddy has a 96 cummins and his will lock in all four gears if he manually shifts. we cant figure out how his does it because we seemed to install it all the same way.

Does anyone know what I did or didnt do?

I only want it to lock in 1st and 2nd because we have some steep fire roads near by and it just seems easier if its locked. Also when I get on it when it shifts into third it just feels like i lose power until i lock the converter then it takes another 5mph to really start pulling again. so i would like to be able to lock it in 2nd so i dont have that little loss in power.

The stock valve body for the 46 and 47RE dosen't allow 1st and 2nd lock up,

you'd have to go the aftermarket route' like a sun coast,

dont shift with the switch flipped unless you have billet shafts.

I usually let off a little when i shift while locked. But i still cant figure out why some of you can lock your second gear and i cant. since the stock valve body doesnt allow it.

I have my transmission relay removed and jumper wire in there, would that change it because a lot of you dont have it hooked up that way.
