I HAVE A 2000 F350 WITH #8 CYLINDER BALANCE CODE WHAT DOES THAT MEAN

I am assuming that you have the 7.3 powerstroke?

I believe that means that cylinder #8 has a bad injector.

that would be correct...you need a new injector
