Default 95 7.3 won't start in 40 degree weather - low oil presure

my 95 7.3 powerstroke takes a long time to start even when plugged in. Have to cycle glow plugs about 20 times before it turns over. Also, oil pressure is non existent on the gauge. At first I thought I would just replace the glow plugs and relay but I'm thinking it could be either the low oil presure or high pressure oil pumps? My mechanic is going to look at it tomorrow. He said it could be glo plugs, relay, hpop, lpop. Then he mentioned maybe the engine needs a rebuild? It does have 214,000 mile on it. When I start it it spits out ALOT of white smoke but once it's running the smoke disappears and runs smooth from the start. You can let it set for 4 or 5 hours and it will start right up just not in the morning with 40 degree temps or even 50 degree temps for that matter. Started fine all summer. Guess I'm concerned about it needing a rebuild. If that were the case, wouldnt I have black smoke spitting continuing after I start it. Also, if the lopp or the hpop needs replacing, is it a fairly easy and inexpensive fix? the mechanic said if the pressure test comes out normal, it could be bad injectors? Guess I should just wait a couple of days for the results but I'm freakin out!!! One more thing, I'm burning, 1/2 quart a week of oil with no visible leaks anywhere. Just bought the truck this spring from a friend and he said the batteries were a year old. Maybe I'm not getting enough juice to turn over but not sure that is really the case here.
