Default 12V - no fuel plate or governor follower - back to stock

I bought a 96 Cummins 2500. The previous owner removed the fuel plate and governor follower and put 3000RPM springs in it. It smokes in every gear if you get on it. I want to return it to stock because I don't like smoke and I am worried about EGT. The fella gave me the stock plate, but doesn't have the stock governor follower or springs. Can I install just the plate, order a new governor follower, and use the truck in the mean time?

Lastly, can I run the 3000RPM springs with the stock fuel plate and governor follower? I have no idea how the three relate.

FYI: I might be wrong when I say that the governor follower was removed. Was it maybe the governor springs? Please bear with me; I am new to this.

for question 1 put the stock plate back in and slide it forward and did you mean the afc foot????
and as for the 3gsk yes it can run with any of it
