White smoke at start up is fairly common, especially if glow plugs are weak/gone/not igniting, if it is smoking white after hot, at idle, it could be worn valve guides, how many miles? Also a sign of low cylinder temp. while running or at idle? Codes? Timing? Weak injectors? Do you have good compression;check? Check for blow by out of oil fill/dipstick and other breather type orifices, previous owner may have been slack on oil changes. If injectors are weak, Injector Pump is working hard as well...add at least one pint of Yamalube - 2 stroke oil per fill up, it will lube/'massage' Inj. Pump internals as well as injectors like giving them a visit to a ***** house. Does your rig emit obvious black smoke under full throttle? Check out trouble shooting/diagnoses questionaire on this site, it is very helpfull for feed back.

Basically - theres inst enough heat to burn the fuel. Could be bad grid heater, injector(s), retarded timing, worn injection pump, air in the fuel system, or low compression.
