Default 93 cummins auto trans no overdrive

I got a question need help... My 93 dodge cummins will not go into over drive, I have checked the cv cable and replaced was not working as smooth as it should have re set to your specs from other members. I have done a couple mods injectors, exhaust and turned up pump. Should be in the ball park of 300hp I adjusted tps as you guys listed checked for dead spots, none found my idle voltage is .50 and wot voltage is 3.65 I used a 10mm wrench to decrease voltage to what i have listed but will not turn any lower ??? what am i doing wrong or over looking? All other gears ok it shifts into 2nd gear around 15 mph. Please help. Thanks todd.

The OD is operated by a solenoid which is controlled by the PCM. You could have a problem with the PCM or wiring, the shift solenoid could be bad or the OD clutches could be worn out. Does your fluid look or smell burnt?
