If it was the relay chances are pretty good that it wouldnt start at all.

These are the worst kind of problems - hoard to figure it out when it wont stay broke.

have you checked the pre-filter screen and bowl under the pre heater?

yes sure have it was clean. its definately in the tank, shut off today at one click away from half , it started, i drove it and it shut off again. i put some fuel in it from my jerry can and wella , no problem. but it always starts after a bit. so there ya go problem figured. finally...

one more question, in the moduel in the tank, is the suction tube nylon plastic or metal? i need to know this asap, so i can either order parts or fix the metal tube. Thanks
