Default 03 dodge hard to start and surging

We are working on a 03 dodge commonrail. Its hard to start sometimes, and when you get it started, the engine surges up and down. All injectors were replaced 2 months ago. One of the batteries had low voltage so we replaced it. We have another engine here, so we swapped the injection pump and regulator, with no results. 2 weeks ago a new transfer pump was installed. There is a skim key to pcm code in the computer, but it has been there for a year or so. ICP pressure is around 6000 at idle and 18000 at wot. Im having trouble figuring this truck out. Help me.

There is a group of wires up by the A/C compressor that gets rubbed bare. Spray a bunch of brake parts cleaner around there, then look for chaffed/bare spots. If it seems to run better afterwards, found the problem.

We found the problem. The apps sensor was reading at the scanner fine, but we replaced it anyways and it fixed the problem.

Thanks for your help
