Default 94 Front Axle Question

I have the front end apart on my old 12 valve and have been told the axle seals have to have a good seal for the vacuum motor to kick it into 4x4------This sounded awful far fetched to me.The axle shafts have a fair amount of wear but just in the seal area and before I started going back togethor I needed some input---------Thanks in advance
