Default Low power in Land Cruiser

Hey guys, new member here
Thank you for this resource hope I can contribute as well. I have a 94' Toyota FZJ80 with a 94' Cummins 6bt, inter cooled, H1C turbo, 55 block, p7100. This is the third 6bt powered vehicle I have owned. My best guess is that the engine is producing around 200 ft lbs when it would be around 650 if running properly. Star wheel is cranked all the way up, I removed the fuel plate(TST #6) very little black smoke, and only boosting to 15psi. Replaced the AFC module diaphram and adjusted the fuel stop properly, still no power increase. I hooked up a compressor to the AFC and pressurized it under boost, still no change.I think that the foot for the afc module diaphragm rod is not connecting with the fuel rod. Governor? something broken? any other ideas?

The truck runs great other than the low power, very smooth for a tractor, at 100% throttle the engine spins at 2600rpm so at least the governor spring seams to be working OK.
