Default Stumped with no power

Got an on going issue with our 1993 6.5 wrecker. No pulling power at all. Lets start of by I have replaced the injection pump, supply pump, vacumn pump, boost control sol, computer and rebuilt the turbo. Its our wrecker that has been this way for years now. I was told it ran great till the first pump went down. It starts fine and idles fine. No power at all, no black smoke and acts as if its starving for fuel. We have a 6.5 mechanical in another truck that's turned up 20% and runs like a beast but not this one. Any help or ideas would be great.

Tried that with the ol tech 1 and tech 2. I tried it at 0 and 6 before. Is there anyway it could be the injectors. I have read that they pop at 1800 to 2000 psi.

A 1993 wrecker? That should be mechanical and no computers, or did you mean 1994?
