Default 97 12 valve

Hey guys. New to the forum here, tried some searching for related issue with no luck so here is my question. I recently purchased a 97 12 valve. The person who originally owned it had passed away so i am un aware of the mods. I have been told from a friend on the deceased that it has a different fuel plate and injectors but I'm not sure what is in it. My issue is when it is cold, and by cold i mean ambient temperature of 25 degrees celsius. It bucks and farts under light load and blow bluish/white till warmed up then it clears up. if i try and free rev it just misfires, bucks and blows bluish/white smoke. it does this regardless if its warm or cold. Any suggestions?

Fuel isn't old at all I drive it pretty regularly. I have no clue on timing. I would imagine it is bumped up a tad. I think I am gonna order the kit and check it
